International treaties and changes in legislation

If a draft law on an international treaty has already been considered by a relevant committee, but the powers of the President or the Cabinet of Ministers have been terminated, will it be automatically revoked after the adoption of a new law on amendments to the Rules of Procedure of the Verkhovna Rada?
