Can a man who is a grandmother's guardian go abroad?

According to the decision of the Cabinet of Ministers, due to family circumstances, a husband can cross the border in the following cases: guardians of persons with disabilities, recognized by the court as incapacitated, who accompany such persons to leave Ukraine.
