There are three valid reasons for not appearing at the TCC:
A disease that does not give the opportunity to move independently;
The need to care for a sick wife, husband, child, parents or spouse. These persons must live together with the conscript. Also, there should be no close relatives who could take over the care;
Open criminal proceedings, application of an administrative sanction or criminal punishment against a conscript or reservist.
