According to the current legislation of Ukraine, the buyer of the apartment (the new owner) is not required to pay the debts of the previous owners (tenants) of the apartment for the housing and communal services they previously received, unless this is expressly stated in the contract of sale.
Therefore, the debt will be kept by the previous owner of the apartment.
