The current legislation of Ukraine does not provide for the procedure for receiving one-time cash assistance in the event of the death of a serviceman and submitting the corresponding application for payment online. You can only personally apply to the district (city) TCCSP regardless of the place of registration and provide the necessary documents.

As for making payments through a lawyer, you can do it only through a power of attorney, that is, its certificate. And there will be problems with this.

It is worth emphasizing that the term of realization of this right (one-time monetary assistance in the event of the death (death) of a serviceman) is three years from the date of such right.
