Issuance of a diploma by proxy and summons
solvedIn 2016, the son obtained a bachelor's degree. I did not receive a diploma. Now works outside of Ukraine. There is a mandate to receive a diploma from parents. Does the university have the right not to issue a diploma to the parents at their request, if there is no record of the Military Commissariat employee in the bypass letter (the son was removed from the Military Commissariat registration at the place of study, he was not registered at the place of residence)? Does the representative of the Military Commissariat have the right to hand the parents a summons during the signing of the bypass letter at the institute?

If the parents have a power of attorney from their son to receive a diploma, the university must issue a diploma to the parents, a bypass letter is not a reason for refusing to issue a diploma (Articles 238, 239, 240, 241, 247-250, 1003 of the Civil Code of Ukraine, Law of Ukraine " About higher education").
There is no rule of law that would allow a university not to issue a diploma without a bypass letter.
The representative of the TCC and SP cannot deliver the summons to the parents, but can send the summons to the address of the son's residence, or hand it to him personally.
