Can a notary be a witness?

Notaries cannot be questioned as witnesses about information that constitutes notarial secrecy, there are exceptions. A notary public may be exempted from the obligation to maintain notarial secrecy regarding entrusted information by the person who entrusted them, to the extent determined by him.
