...at the mine, pays financial aid from the local budget, I applied for help, but was refused, told that I do not represent a resident of the community, because I do not have a residence permit. Please tell me what criteria determine that I am a resident of the territorial community by law.

According to Article 140 of the Constitution of Ukraine, a territorial community is the inhabitants of a village, settlement, city, or a voluntary association of residents of several villages into a rural community. Territories of territorial communities (which, in turn, are divided into Starosty districts) form districts, several districts form oblasts.

Territorial community is residents united by permanent residence within the boundaries of a village, town, city, which are independent administrative and territorial units, or a voluntary association of residents of several villages, towns, cities that have a single administrative center (according to the Law of Ukraine " About local self-government").

The definition of members of territorial communities and related concepts requires more detailed regulation at the legislative level. For example, a member of a territorial community in a broad sense can be defined as a resident of a village, town, or city, which are independent administrative-territorial units, who permanently lives within the boundaries of the corresponding settlement.
