Emigrants who have left the war zone or occupied territories have the right to receive state aid; those whose homes were destroyed, as well as children of displaced persons (it will be possible to issue assistance for a child who was born to an IDP after displacement and whose registered place of residence coincides with the declared place of residence of the parents).
