Will it be necessary to submit a declaration for the time when it was optional?

Now the filing of declarations for civil servants is returning, but I resigned at the end of August 2022 and did not file a declaration because it was not necessary to do so. When the law on the return of declarations during the war is finally adopted, will I need to submit a declaration for the time of release and for the following year after release (2023)?
