Is it possible to record a conversation on a voice recorder without consent?

Art. 163 of the Criminal Code of Ukraine provides for criminal liability for violations, including the secrecy of telephone conversations. Telephone conversations can be recorded only with the consent of the person whose conversation is being recorded or on the basis of a court order.
