No, having a residence permit is mandatory.
To apply to universities, you need to create an electronic account. Upload the following documents to it:
document about education (certificate, certificate);
number, PIN-code of the certificate of foreign language training (NMT);
ID series and number (passport, TIN code);
documents that give the right to admission under special conditions, if available.
Documents to be submitted for admission to the university:
