The social worker refused to accept the documents

Where to turn if the social worker refused to accept documents in connection with the birth of a child abroad. Documents are submitted in the manner specified by law, legalized and sent from Germany to Ukraine by mail (envelope). The employee does not get in touch and ignores my requests.
