Debt for living in a dormitory

Good day. I urgently left the dormitory after the start of the war, there were things left in the room. I have not yet been able to return, because the city is not very far from the front. They are calling from the dormitory, they have already accrued UAH 11,000 in debt, although no one lives there, but they say that if things are lying around, then you have to pay. Is there any possibility not to pay for accommodation during martial law?
