...it turned out that the vehicle was encumbered (that is, the car was once purchased on credit) even on the first owner. But now the car is registered to a third person, who is not related to the first owner, has a different transport number than the one indicated in the encumbrance. I have no connection with the first owner, I don't know why the encumbrance was not removed - I think there were credit problems. The current owner says that she had no problems with registration. How to be in this case? How could you register the right of ownership to another person if there is an encumbrance?
