Questions about administrative offenses

Can a person against whom a report on an administrative offense has been drawn up in accordance with Article 130 of the Code of Administrative Offenses appeal the decision to impose an administrative penalty in court, if the report was drawn up by a person authorized to do so in accordance with current legislation?

The current legislation provides that an appeal may be filed against a court ruling on bringing to administrative liability under the Code of Administrative Offenses. In particular, this is provided for in Article 294 of the Code of Administrative Offenses. A judge's ruling in a case on an administrative offense may be appealed within ten days from the date of the ruling by the person brought to administrative liability, his legal representative, defense counsel, the victim, his representative, as well as the prosecutor in cases provided for in Part Five of Article 7 and Part One of Article 287 of this Code.
