The government proposes to provide that the following are not subject to conscription:

  • Students of vocational (vocational and technical) education institutions and applicants for professional pre-higher education who began their studies no later than the year of reaching the age limit for basic military service, as determined by Article 15 of the Law "On Military Duty and Military Service" (which determines that the age limit is 25 years), and who are studying full-time or dual form of education, and applicants for higher education within the estimated term of completion of the educational program, and who are studying full-time or dual form of education, as well as doctoral students and doctors (pharmacists) - interns, resident doctors.

The norm of this paragraph applies to students in educational institutions (scientific institutions) of Ukraine who are first obtaining education at a level higher than the level previously obtained in the sequence specified in Article 10 of the Law "On Education".

  • Employees with a scientific degree, from among scientific, scientific and pedagogical, pedagogical employees of higher education institutions, scientific employees of scientific institutions and organizations, scientific and pedagogical employees of professional pre-higher education institutions, as well as pedagogical employees in institutions of professional pre-higher education, professional (vocational and technical) education, general secondary education. The norm of this item applies to relevant employees working in higher education institutions, scientific institutions and organizations, institutions of professional pre-higher, professional (vocational and technical), general secondary education at their main place of work at least 0.75 of the rate.
