I purchased a car before the full-scale invasion began, but I didn’t have time to re-register it. The former owner is currently in the occupied territory and cannot leave or personally register the documents. Are there ways to re-register the car or get a power of attorney from him in such a situation, if he can send the documents, but does not have access to the state registers?

If the owner of the car is in the occupied territory, it will be almost impossible to re-register the car. You can try through Diya. Re-registering a car by proxy does not give you ownership of it, but, in fact, gives you the right to use it.
