There are 2 main groups of grounds to appeal a fine from the district CCC and SP:
Absence of elements of an administrative offense. This means that in fact the conscript did not commit any illegal actions, that is, did not violate the rules of military registration, which are provided for by the Resolution of the Cabinet of Ministers of Ukraine No. 1487. If the person is not the subject of the offense, the fine can also be appealed.
The procedure for imposing a fine has been violated. This procedure is provided for by the Code of Ukraine on Administrative Offenses and generally involves drawing up a report, considering the case, issuing a resolution and serving it to the offender.
