To date, there is no separate law in Ukraine that directly obliges students of educational institutions to pass through metal detectors or other technical devices that do not have medical safety confirmation. However, the installation of such devices may be related to the norms of the legislation on safety in educational institutions.
There is a Resolution of the Cabinet of Ministers of Ukraine No. 1245 dated 01.11.2024 "On the implementation of a pilot project to strengthen the security of the educational environment in secondary education institutions under the legal regime of martial law". The relevant resolution states that "additionally, places for waiting, operator, manual inspection, and storage of things are also being equipped. Additional barriers and restrictive signs are used to regulate the flow of participants in the educational process. At the same time, hand-held metal detectors can be used along with stationary metal detectors."
International treaties relating to the protection of children's rights: UN Convention on the Rights of the Child (Articles 3, 19, 24), Universal Declaration of Human Rights, International Covenant on Civil and Political Rights, European Social Charter (Article 17).
International law does not prohibit the use of technical devices such as metal detectors, but it sets conditions that must be met: metal detectors must be certified and have confirmation that they are safe for children's health; in case of doubts about the effects of the devices (for example, electromagnetic waves), parents have the right to request an expert assessment; constant control through metal detectors may cause children to feel distrust or discomfort - this may contradict the principles of the Convention on the Rights of the Child.
