The criteria for establishing subgroup A I of the disability group are the degree of loss of health, which causes complete inability to self-care and complete dependence on other persons (the need for constant external supervision, care or assistance)

You can apply for disability in 2024 offline or online.

In order to register a disability offline, it is necessary to apply to health care institutions at the place of residence. After diagnosis and treatment, which will confirm a persistent violation of the body's functions, the person will receive a referral for an expert examination at the medical and social examination bodies of the Ministry of Health of Ukraine. Documents confirming the main diagnosis are submitted to the MSEK. In each specific case, these can be:

  • results of special studies;

  • advisory opinions;

  • conclusions of the regional LCC;

  • a certificate about the disease of VLK.

The following documents are required for MSEK:

  1. a document and its copy certifying identity;

  2. medical card of an outpatient (form 025/o);

  3. a certified copy of the employment book;

  4. a copy of the certificate of the liquidator of the Chernobyl accident (if available);

  5. a copy of the certificate of a participant in hostilities (if available).

A completed referral form 088/o will be required. It must be signed by the head of the medical advisory commission (MCC), members of the commission and certified by the seal of the medical institution. You will also need the originals of all documents entered in form 088/o.

In order to register a child's disability, it is additionally necessary to have a document certifying the identity of the child's parents or his legal representatives.

The commission conducts a review from the day of receipt of the LCC referral within five working days and makes the appropriate decision. Further, for the medical and social examination, the commission prepares a medical opinion on the provision of a certain group of disabilities or its absence, as well as prepares an individual rehabilitation program for a person with a disability.

If a person cannot appear before the MSEK due to health or other reasons, the examination can be carried out at home or in the hospital where he is staying. In order to make a decision of the MSEK in absentia, the consent of the person registering the disability and the materials of his medical file are required.

In order to obtain the status of a person with a disability in Ukraine online, it is necessary to perform several steps, which are regulated by the Resolution of the Cabinet of Ministers of Ukraine No. 1317 and the Instruction of the Ministry of Health No. 561. However, there is no exact list of when the commission can make a decision in absentia in the Instructions on establishing disability groups. Therefore, in each case, this possibility is considered individually.
