According to the "Rules for Crossing the State Border", disabled persons of groups I, II and III, as well as persons accompanying them, have the right to leave Ukraine during martial law. An accompanying person can be one of the family members of the first degree of consanguinity (husband/wife, children (born and adopted), parents), as well as a person providing constant care. However, there are certain restrictions for conscripted men.
Conscripted men between the ages of 18 and 60 can accompany their wives, parents and children abroad if they have the I or II group of disabilities.
