Is it possible to terminate parental rights now, during the war? How long does the procedure itself take? No alimony was filed, there was never any involvement in the child's life, the child is an adult.

Yes, parental rights can now be revoked. The procedure is the same as before a full-scale invasion. Just note that parental rights can be revoked only in relation to a child who has not reached the age of 18.
