No. The Ministry of Health of Ukraine emphasized that doctors who make referrals to the MSEK do not have legal grounds to demand that a patient - an internally displaced person - make a declaration. Moreover, they do not have the right to demand that patients come for a repeat examination to confirm disability during martial law.
