Where to turn if they do not give a certificate of injury?

In case of refusal to issue you a certificate about the circumstances of the injury, ask the commander to give you a written refusal to your report with an explanation of the reasons for the refusal. File a complaint with the headquarters of the operational command or the VSP within a month from the day the refusal was issued. And don't forget to attach it to the complaint.
