How and where to complain about the inaction of the executive service?

The debtor has the right to appeal the decision, actions or inaction of the state executive and other officials of the state executive service exclusively in court. A complaint against the decision, actions or inaction of the state executive is submitted to the head of the department to which the state executive is directly subordinate.
