Step one. Check for documents and licenses. As before the war, the availability of documents remains an important condition for buying and selling real estate. If we are talking about an apartment in a new building, you must show the construction project and permit documents for it. Among them are a license and permit for construction work, as well as a lease agreement or ownership of a plot of land.
If you choose real estate on the secondary market, carefully check the ownership documents. First of all, it is important to check their authenticity and exclude the possibility of forgery. In addition, now in Ukraine it is partially allowed to sell housing under a power of attorney, if it is issued abroad and certified by a consul. However, it must be issued no later than 30 days before signing the agreement. If the deadline has expired, a notarized statement confirming that the power of attorney is still valid is required.
Step two. Check the status of the land plot. Ask the developer for an ownership document or a lease agreement for the plot of land on which the house is being built. In addition, the purpose of the land must be "For residential construction". You should also check the plot on the Public Cadastral Map (https://kadastr.live/#5/48.43/32.77).
